Due to other committments, we are looking at traveling in Bavaria and Austria during the last week in July and the first week in August. When we were last there (20 years ago), August was a poor time to travel as many businesses were closed for vacation. Is this still the case?

Businesses may be closed during the month of August but I suspect it will have little impact on your adventure, other than more tourists in some places. We have generally traveled in Germany and Austria in June and July but we were there last year in the month of August and noticed virtually no difference.

I was just there, in Bavaria and Austria, this last August, and I did not see any businesses closed for vacation.

We were in Germany and Austria during the same time period a couple of years ago, and didn't run into anything that was closed. The weather can be funny, though -- it might be in the 80's during the day, or it may only get into the 60's. Just check it before you go.
