Does anyone know how to report a business which was paid to provide a service in Paris but did not do so? I've written to them directly and asked for a refund. They expressed their concern but offered no refund, so I'd like to investigate this further. Any help appreciated.

Holly, if you paid by credit card, you can contact them to dispute the charge.

You could contact the French Tourist Bureau and ask them or the BBB in Raleigh to see if they know of any counterpart in France.
Lastly, there are a lot of places on the net where you can tell others what happened.
