Dress Code for Church Services in Berlin

We're planning to attend Easter services at the Berliner Dom. My daughter wants to wear her new, very short skirt (with thick tights). Will there be an issue with dress codes?

I wouldn't expect an issue with dress codes in Germany. I've witnessed dress codes being enforced in Italy, and heard Barcelona also enforces a dress code. I've never witnessed, or heard of, dress codes outside of those two areas. If she's wearing tights with her skirt, I doubt anyone will think twice about it. Generally, if you're wearing something you wouldn't mind wearing to your grandmother's house, you'll be fine - even if you're not, no one is likely to make an issue of it in Germany.

The Dom doesn't have a dress code. Honestly, I can't imagine that they would bar anyone entrance or tell them to leave based on their dress, short of showing up completely naked or in a Nazi uniform or something like that. That said, it is Easter service in the main church of Berlin and many people attending will be moderately dressed up.
But that is more a question of feeling comfortable in your own dress and not an "issue" other people will raise.

Mary she will be fine. Shorts and tights are popular in Paris and have been for last few years,, pretty sure kids in Germany wearing similar stuff,, ( yes I know you said skirt, but same difference really) Germany is a pretty secular country,, no one will care unless she is naked,, hey even then there may be places.... lol
