We were there last year. The train station is a couple of blocks from the dock. Took a train to Jerez and then a bus to Arcos. Arcos de la Frontera is well covered in Steves' Spain book. In mid afternoon caught a direct bus back to Cadiz and spent later PM in the city. The TI has a number self guided walking tours in which the city has actually painted a color strip on the sidewalk (Think like the Fidelity commercial0. And you have several colors to choice from.
