Is there a "best " classical concert to attend in Vienna in mid September? Is it necessary to buy tickets in advance? We are leaning towards Hofburg Palace.

"Is there a "best " classical concert to attend in Vienna in mid September?" No, because the Vienna Philharmonic is still on it's summer tour. I don't think the formal season starts until October. My experience from reading the various flyers is that all the student and amateur ensembles that give concerts throughout the year pretty much play the same basic repetoire. So, it would be reasonable to choose soley based on the performance location. No need to buy advanced tickets.
I was able to get tickets for Vienna Philharmonic on Sep 26 (if that is when you will be there). This was just two days ago, so there may be a few more available. They were very limited choices when I got mine.
