Alice, I'm not too familiar with the Rail Europe "Cell phone deals", but will have a look. You could also consider one of the travel phone firms, such as Roam Simple, Cellular Abroad, Call In Europe, Telestial or Mobal. There are others, but I can't remember them all. Compare the rates of the above firms with those of the Rail Europe plans.
It sounds like the phone being sold is basically one of the travel firm phones. It is hard to compare the rates because you need to know what type of calls you'll be making. The rates may be better than you can get roaming on a U.S. carrier, but they are not as good as if you just bought a local prepaid phone or SIM in Europe. I think you can do much better on the phonecard rates than what ekit offers.
It is a bit confusing. And when someone tries to sell you something and the description is confusing then it is likely not a good deal (or at least not well thought-out). The prepaid card/phone sounds good. Will also investigate Verizon (my carrier) who supposedly has a good program according to Rick Steves. Thanks for everyone's input
