Can you get the VAT tax refunded on rental cars and Hotels?

I always read RS books and he talks about getting the VAT refund on stuff you buy if you spend over a certain amount...but he never says anything about rental cars and hotels which I have noticed in Germany they add in a 19% VAT. Anyone know the answer to this?

No, you can only get VAT refunds on goods which you take out of the VAT zone. You are using the hotel and car rental before you leave.
