For a traveler from the USA: Is there any problem in buying a French SIM card in Paris for mu unlocked GSM quad-band phone? What does it cost to buy additional minutes? What is cost per minute for mobile outgoing local calls in Paris?

There won't be a problem purchasing one, but I think you'll have to check rates with the companies involved. Every company has their own rates.
