I am planning a trip with Viking River Cruises and have available 3 nights pre or post in either Brussels or Lucerne. Please tell me why I should choose one or the other. Thanks.

Lucerne, it is prettier and on a lake. Brussels was rather boring, in fact, since I have only ever been there once, and that was over 20 years ago, I can't even remember anything memorable about it, except I got some nice lace there.
Lucern wouldn't be my fave pick in Switzerland , but I would definately pick it over any city in Belguim.
Swiss chocolate, Swiss fondue, the lovely feather duvets in the hotels. Lucerne is ( of course) very clean and you can take the cog railway up Mt Piliaus( I think I spelt that wrong) which is a great afternoon trip.
Now, to be fair I bet Brussels might be cheaper, but Switerland is worth the little bit extra.
I agree with the above replies; Lucerne is prettier. However, when i visited Brussels it was grey and rainy and all museums were closed (i think it was a Tuesday).

Depends what you like...for us, Lucerne was a wonderful surprise...we stayed 3 nights and had no trouble filling our days....if you like Picasso, there are three major collections of Picasso works of art, including the Picasso Musuem near the Hotel des Alpes..lots of wonderful restaurants, historical sites and of course the opportunity to take the ride around the lake (and possibly take the gondola up the mountain)...
Lucerne...much more prettier! Brussels is doable in a few hours. Lucerne is great to relax and soak in the great alpine views.
Lucerne is beautiful, and you could easily fill 3 days checking out the town, walking along the ramparts, taking the trip to the top of Mt. Pilatus, taking the boat ride on the lake. It is much more expensive than Brussels however.
Your other option could be to go to Bruges which is short train ride from Brussels. It is a beautiful little town which is much cheaper than Lucerne.
