We were there in 2005 July and had to leave luggage in a room with an attendant. This was in the main station so I cannot say about the other 2.
This June in Dijon also we had to leave our luggage with a guy in a room. In fact they xrayed our bags first. I think because of terrorism, more and more places in Europe are replacing lockers with attendants and xray machines.
I don't remember the cost. But in Dijon it was about 3 euros for the first and less for each additional bag.

The Centrale station had lockers when I was there last month. I've heard conflicting reports about whether they take luggage over the counter - there was a guy on duty there but I think he was just there in case anyone had problems with the locker. Make sure you have some change, it'll probably be five euros or more and the machines don't take notes.
We used the lockers at Brussels Midi in 2007 so not sure of the prices now. The lockers come in small, medium, and large, so the prices vary, but I thought the prices were very reasonable.
