Can anyone recommend a clean quiet B & B for 100 Euros or less?

There are a number of hotels on the river walk, namely Bellevue, which is a Best Western, and Rheinlust. I suspect that they will speak English, but they might not be in your price range. You can probably check the price for Bellevue on the Best Western website. You can check prices for Rheinlust and others at www.boppard.de (it can be in English).
The website will also have a list of B&Bs (called Privatzimmer) but you always take the chance with such accommodations that they will not speak English. If a hotel has three stars, they must have a "bilingual" (German/English) staff.

The Rheinlust and Rebstock were both available for less than 100 euros on HRS when I was checking earlier this year.
HRS is said to be the largest hotel reservation service in Germany. I use them whenever I can. You do not need to know German. You get back a clear message describing the terms of your reservation. You often do not need a credit card to reserve, though that is the hotel's choice. You can easily make changes to your plans on line if that becomes necessary. They have a rating system by former users that I find useful.
