We will be renting a car for a few days to explore the Costa Brava. We'll pick it up at a downtown Barcelona location to avoid airport/train station surcharges. We'd like to return the car to Atocha (we have train tickets to Madrid). My question: what is driving in Barcelona like, specifically traffic to Atocha? We've driven all over Europe (including southern Italy...) so driving itself doesn't bother us. I'm just thinking of how much time to give myself to account for traffic (on a Saturday), and whether it might be better to drop the car off at a different downtown location than Atocha, then catch the Metro there. Any thoughts?

Reading between the lines (Atocha is in Madrid), there's no problem driving in Barcelona. To make it a bit easier, to get to Sants, use the eastern bypass (Rhonda del Litoral) and make your cut into town abeam the ferryport (Ave del Paral-lel, maybe). Rethink and repost if you want to get to Franca rather than Sants.

I'd go for the train station, it's more convenient and traffic shouldn't be horrible on a Saturday. As far as cost is concerned, you normally pay a premium to pick up at the airport, but can drop it off anywhere - including the airport - without paying extra.
