We are going to be in Nice for a very short time so we will not be able to lounge around on the beach. Can you walk along the shoreline on a beach even though most are private? Are there public beaches off the Promenade des Anglais? Thanks!
The Promenade des Anglais goes right along the Nice Beach and you can step off where you want to get onto the beach.

As the others mentioned, the beach is comprised mostly of pebbles but it's easy to access from the Promenade des Anglais. It's not difficult to walk along the beach, despite the "walking surface".
There was one location at the end closest to the Hotel Swiss that seemed to have a lot of private lounge chairs, but beyond that it seemed to be mostly "open".

Going to the beach in Nice was one of the biggest surprises of my first trip to Europe. I'm used to endless miles of prstine white sand her in Oz. I had to wear my running shoes when I went for a swim. Nearly broke my ankle on the rocks.
I actually go to Nice every other year. One of my favorite things to do is to go to a private beach like the Beaurivage or Opera and Rent a chair for the day with my wife. I'm an American in Southern California and I find that this a much different experience from what I get here in Malibu. I get there early enough to be served breakfast on the beach and stay well after lunch. Every 20 minutes a model walks by with a different Bikini on from a nearby boutique.... Watching the para-sailers go by and sipping the local wine.... Doing the pebble dance on the way to the ocean.... (pebble dance is what I like to call that awkward limp you do on the rocky beach).... I simply love it.
