I am not sure about the Nice beaches but I stay in Beaulieu Sur Mer
It cost me 15.00 euro to rent a beach lounge for the day

In Nice they range from 15-25 euros, and many places offer 1/2 day rates after a certain time in afternoon.You can merely walk along the promenade and look at their price menus.. I don't think there is a huge difference in what you get for 15 euros to 25 euro, beach is generally rocky everywhere and water is generally nice everywhere.
