Les Quintze Nits is pretty cheap with good food. I think its in Plaza Real, but I don't remember. Tourists and locals love it.
It also depends on where you are staying, but I would also recommend walking around La Raval (if you are walking down Las Ramblas to the sea, it is to your right) and picking a restaurant/bar in there. Be careful going at night - I never felt threatened, but I would still advise you to be aware just in case.
