We will be arriving at 8:20 am this Sunday and cannot get into our apartment until 11:30 am. There are 8 of us and we will have our luggage until that time. Is there a city tour for a couple of hours that someone would recommend? (driven preferably - as opposed to bikes or walking - since we will have our luggage with us - also, that could pick us up at the airport). Or maybe some other activity that we can do with our luggage in tow? Thanks for any help.

I would suggest going to your apartment and seeing if they can hold your luggage while you venture out. It will probably take an hour from the time you de-plane until you get into town. If your hosts will hold your luggage, then you are open to do anything for as long as you wish.
I had the same situation in Barcelona last September. I contacted the the apartment manager and asked if our luggage could be stored until check in time. They actually allowed me to check in early, gave me the key and stored our bags. Doing it that way we had no pressure to be back at a certain time to check in.
At the Barcelona Sants train station they have lockers, according to their website. You could store your bags there. I would rather do that than drag my luggage around.

I think dragging your luggage with you on a bus tour may be impossible, most bus tours do not wish you to bring luggage on board. I personally would make my way into town,, ( landing at 8:20 doesn't mean you are even in the city for an hour or so depending on getting through immigration etc) and find a nice cafe for a long breakfast,, you will be hungary after the flight food. Iwouldn't want to go off on a tour and then have to go back to the airport and get my luggage.

I have not used any of them. The Sants option sounds most convenient. You can take the train from the airport to Sants. After stowing your bags you can board the Hop On Hop Off busone of its scheduled stops is across the street from the station. Ride it around to get an overview of the city and return to collect your luggage. There are lots of taxis outside of Sants for getting to your apartment.
