You simply cannot do any better than Gite Toulemon in Sarlat. Google Gite Toulemon and find the link.
It is right in the centre of the town. Ask for the room with the balcony overlooking the town square.
The owners are most helpful and informative. One of my fondest memories of my trip to France in 2004.

P-H Toulemon and Mrs T run a great place. We've been staying with them since long before RS 'discovered' them and way, way before they renamed the joint a gite. Go there. Nowhere else.

Since 2004 there have been several more English speaking B&Bs open such as la Lanterne or Les Cordeliers both visited by Rick(see Trip Advisor) however they are not in the $60 dollar bracket as they are more upmarket but with similar location. For the money Toulemon is OK. To get similar rates you have to try further out of town for instance at La Barde at Montfort where you get a swimming pool too. There is a motel called Altica which has rooms at $38 just 1km outside the centre..

Not under 60 euros, but we loved Les Granges Haute a few miles out of Sarlat in the direction of Salignac. It probably is in the "upmarket" range--around 85 e but it is a delightful place with pool and nice gardens.
