I'm taking the train from Paris to Avignon, arriving around 9:40pm on Sunday night. Is there available shuttles or taxis to the town center close to the train station? I'll be staying at Hotel Splendid for one night and back again in two weeks.

the train station is very close to the town cetner. you can walk over if you want.
There are two train stations for Avignon: the station you will most likely be using is Avignon TGV and is outside town a mile or two. You will need a taxi or shuttle to get to the town. I would expect the shuttle to town to be running at that hour. The older Central station is just outside the city wall and is walking distance from town. At that hour, you may want to take a cab, anyway.
Two TGVs from Paris arrive at Avignon TGV around the time you give, one at 21:29 and the other at 21:54. In either case there is a bus that will take you to the Avignon Centre station shortly after you arrive.
There also is a TGV that leaves Paris at 18:34 and goes directly to Avignon Centre, arriving at 22:00.
Tara - I recommend taking a taxi from the TGV station to your hotel. I took a taxi in August from the station to my hotel, which was right by the Palace of the Popes, and it only cost 12 euro.
