Does anyone know what U.S. ATM card (if any) has lowest, or no, foreign transaction fees? I have a CapitalOne credit card for credit purchases, but need a debit/ATM card for getting cash in euros. Thanks
My local credit union didn't tack on any per-use fees when I used their debit card in ATMs in Spain this past February. The exchange rates I got from withdrawing euros with their debit card in Madrid and Seville were also on-par with those I got from purchases in the same cities with the Capital One credit card. My suggestion: check out your local credit unions.

I second the suggestion of local credit unions. I have accounts at two different ones. One of them charges absolutely nothing, and the other charges the 1% currency conversion fee. I also have an Ally Bank account online. It also charges the 1% fee, and reimburses for any fees charged by out-of-network ATMs (though you won't find those fees in Europe).
