Paris in early September – If it is still hot, will it be appropriate for a woman to wear capris when visiting the museums and other sites during the day? What about wearing flat sandals during the day and sandals with heels at night? Or do I need to wear closed in shoes all the time. What about white slacks and capris in Nice in September. Do the French have a September 1st, no-white rule?

The Nice weather will generally be significantly warmer than Paris, which will make a difference in what you wear there.
There is no reason why you can't wear capris and sandals. You will be walking a lot on cobblestones and going up and down stairs. Comfort is more important than style. For myself, I wouldn't even bother to bring heels. When I travel during that time of year I have two pair of shoes, one pair of comfortable sandals and one pair of closed shoes. I guess I bring three pairs if you count one pair of flip flops that I use as slippers. I don't know about a no-white rule. Have a great time!

Make sure you carry an umbrella and have waterproof shoes for sudden showers in Paris - I was there in July when the weather turned so cool and wet that I bought a fleece hoodie to wear under my rain jacket!
The weather especially in Nice may also be warm so wear what you want for comfort - layers work best for change in temperatures during the day. Definitely wear sandals if they're comfortable - you'll be doing a lot more walking.
I have learned that people really don't care what you wear as long as it is appropriate - most women in Europe do dress up but then most of the ones that you see on the streets and Metros are on their way to work. If you dress up to go to a nice restaurant in Houston, you should dress up to go to one in Paris and Nice :)
