GaP is one of the more expensive corners of Germany, but for good reason- it's also one of the most stunningly beautiful parts of the country. If you're there in the winter, as James noted, prices will be highest for the ski season. Mittenwald might be marginally cheaper because it's not as well known for skiing. I'm not sure about Innsbruck, but because it's more of an industrial city that just happens to have skiing nearby than a resort, it would be my last choice of the three. For logding in GaP, try this website:

We've stayed at both the Riessersee Hotel Sport & Spa and also the Grand Hotel Sonnenbichl - they range in price from the Riessersee being around $160 to $120 for the Sonnenbichl...we prefered the Sonnenbichl as they are an older style hotel of the grand European style with lots of Bavarian ambiance. The Riessersee was also designed with a European feel, nothing modern. Both have rooms with balconies that have nice views of the surrounding mountains. Are you driving a car? If so, both have ample parking. Check out hotels at booking <dot> com for ideas.

I also wanted to mention Mittenwald - it is a wonderful small town with many old buildings with "Luft-Malerei" or air paintings on their buildings. Garmisch has this as well; very picturesque.
Garmisch's main mountain is the Zugspitze and Mittenwald's are the Karwendel mountains - all gorgeous views. You can ski in Garmisch at the Hausberg or you can also take the train up to the Glacier for skiing on the Zugspitze. Another older style hotel in a gorgeous setting is the Eibsee Hotel at Eibsee, which is just outside of Garmisch. The hotel sits on a beautiful pristine lake with a wonderful trail around the lake and in the summer, you can also take boat rides on the lake or rent a paddleboat. Both towns have their own charms. Do you plan on visiting Neuschwanstein castle or other castles in the region?

Oberammergau is 40 min by bus from Garmisch, 1½ hr from Fuessen. I know of a very cozy Gaestehaus a block from the Bahnhof/bus station in Oberammergau. She has 8 double rooms for €35/p.
