Bus - http://www.ctmcg.es/doc/horarios/M-150.pdf I do not know what you want from 'best', but the train journey is scenic. Does this cover it?

We drove our rental car from Granada to Tarifa with stops in Ronda & Gibraltar. It was a long day but a fairly easy drive. The road from Ronda down to the coast is narrow and winding but also scenic and not much traffic. Enjoy whatever mode of transport you select!

We also drove with stops in Ronda and Gibraltar, plus a stop at the Dolmens in Antequera. After Tarifa, we visited Cladia Baelo ruins then headed up the coast toward Cadiz - good beaches through this area.

We visited Baelo Claudia in Bolonia also. This seaside Roman ruin & museum is a very worthwhile stop.
