iphone navigation apps

Has anyone had success using an iphone app for navigation in europe. we usually turn off our data roaming because it is so expensive over there. Is there an app that we can count on that doesn't require data roaming? thanks

No personal experience but I've read that the TomTom app doesn't require a data feed.
