I will be traveling to Italy on business for the month of December and wanted to take the train to Nice, Monaco, Avignon and Cannes for a 4 day vacation. Is it worth going in December? Or is there another location which would be better (keeping in mind I'll be flying in/out of Milan)? Thanks!

Nice is a place you can visit in December. Don't expect the temps or beach to be like Florida, California, or Hawaii beaches.
Nice has other things to see and do, besides the beaches.
Sleeping at Cannes and Monaco are oriented toward people with serious money, but can be day trips from Nice for you to see the sights.
Avignon doesn't fit into the rest of your trip, the way you've described it so far--because it's too far away from the other three and from your departure point, Milan. It's in Provence, it's not in the Riviera.
