We have a 4 hour layover in Vienna and I understand that by subway Vienna's city center is 16 minutes from the airport. If we go into the city what do you recommend we do with a quick two hours?

Yes, we arrive at 8:30am and depart at 12:40pm. Our bags will be transferred to our next flight and know we'll to allow enough time to check back in through security.

With that limited time, I wouldnt try it. You never know what unexpected delay might prevent your making that departure time.
And you cant be sure your flight into Vienna will be on time. There would be too much stress in Vienna for me for it to be fun.

I wouldn't try it either. Even without picking up bags you would have to go through passport control upon arrival, and depending on how many planes are arriving at the same time, this could take awhile. Then you have your trip into town and back (another 45 minutes' total travel time, plus time to find the train, wait for the next one, and repeat on the way back). You wouldn't have time to see any of the museums, and aside from the Ringstrasse, there isn't anything iconic to see that "says" Vienna on a zoom around town. Like the above poster, I'd be watching the clock the whole time and not enjoy anything. I'd save Vienna for another trip.
