For Brussels, I'll repeat my standard answer: I loved my Art Nouveau tour with ARAU. Check the website, as the tour schedule is irregular. http://www.arau.org/en/tours Other than this (or a similar special interest, such as WWI sights), you don't need a "tour." Trains in Belgium are very frequent, cheap, and need no reservations, so with a guidebook, you can see places on your own. Distances are short (small country), so wherever you are spending your nights, you can see other places if you want to. Where are your overnights? What are your interests? What are you seeing before and after Belgium? Give us more information, and you will get more useful answers.
