The RCC club is much better than the County Hall one. However, there isn't a great lot of food in either. RCC does however have great desserts in the evening. Both charge for alcohol.
Do a quick search since a similar question was asked on the London Marriotts last week. You'll see my take on which one. As to the 50 GBP per day - I probably wouldn't do it - but its your money.
Look at flyertalk.com and search the Marriott branch for detailed info on these hotels and the lounges.
The County Hall is not a bad location.
We stayed at the Premiere Inn located right next door of the Marriott, and at the end of the day we headed toward the London Eye and never got lost.
There's a tube station nearby and a bus stop (which you can buy a ticket using coins only).
There is a convenient store nearby, as well as a coffee house, noodleshop, and an internet place.
