You can take the train from Paddington Station to Oxford it's a 1 1/2 hr trip. Five trains run every hour. From Oxford train station you can get bus number S3 to Blenheim Palace, let the driver know that you are going to Blenheim. Woodstock is only 8 miles from Oxford so you could take a taxi if you wanted. Churchill is buried at St. Martin's Church in Bladon which is in walking distance of Blenheim Palace.

If you are staying at Victoria there is a very cheap bus service called the Oxford Tube from London Victoria. They run a 24x7 service with freqencies about every 15 minutes during the day and are quite luxurious with wifi etc.

The service terminates at the bus station at Oxford where the Blenheim bus laeves from.
