What means of transportation suggestions may I have to get from Victoria Station to Heathrow? We have a 1:30 flight. Will we be safe time wise to leave after the 9:30 discounted fare if your suggestion is to take the tube? My husband is always nervous about getting through security with time to spare to catch our flight.
You will want to be at Heathrow by 10:30. Take the circle line tube to Paddington station ( 30 min. more or less) then the Heathrow Express (15 min. to Heathrow from Paddington).
You can take the Piccadilly tube line to Heathrow, if you don't have to much luggage. If you left at 9:30 you would be fine, but don't leave any later. The tube would be less expensive.
It takes a little time at Paddington to make the transfer to the Heathrow Express. Saving about 10 total minutes will cost you a lot more than it's worth.
A single Tube ticket from Victoria to Heathrow costs £4 regardless of the time of day. So unless you have a zone 1-6 travelcard, you won't save any money by waiting until after 09:30 to leave. Take the District line to Hammersmith, get off and walk a few feet to the other side of the same platform, and take the Piccadilly line to Heathrow.

The District Line to Hammersmith is a good bet. An alternative is to walk down to Victoria Coach Station and get the coach, which takes between 40 minutes and an hour, depending on traffic.
You can book on line here. You just download and print the ticket.

The National Express coach is the same price as the Underground (4 GBP) and you get a long distance coach with washrooms rather than a crowded Underground train where you may have to stand most of the way.
