What's the most cost effective way to use Transport in Stockholm? I'll be there 4 days prior to the RS tour to cover, and wasn't sure if they have something similar to the Travel Card in London that is a good deal.

But be advised that a lot of hotels will give you this card as part of the rate.
When we lived in Stockholm, we would buy the transportation card (1 day, 3 day, monthly, etc.) and not get the Stockholm card. You only have three days to use the card and can't get your money's worth. It is less expensive to pay the entrance fees for the things you want to see. The card lets you ride on all of the undergraound trains (T-bama), buses, ferries and the trolley car. You can even use it to take the train to Upsula and other cities around Stockholm. Have fun - it is a beautiful city.
I would suggest that you buy either a 3 day or 72 hour SL card that Michelle suggested. The website below has the prices (although it is in Swedish). I've tried to put a translation below of the info that I think is relevant.
There are both a 72 hour card and a 3 day card. The price is 200 SEK. The 3 day card is valid for 3 calendar days (from midnight on first day until 4:30am after the validity period). It can be bought up to 15 days in advance. The 72 hour card is valid for 72 hours from the time that you buy it.
There are some other variations of these cards. Send me a PM if you need a translation or want to know about other options. I'd probably by one of these for convenience.
