I am wondering how a person who can't walk uphill because of bad knees could get up to Toompea?
Would the Museum of Occupation be walking distance from the Town Hall Square for this same person?
Does that mean they can walk downhill? If so, take a cab to the top (maybe in front of the Russian Orthodox Church) and work downhill from there. I haven't ridden up. Between the church and the legislature there is a big parking lot with lots of tour busses, so I'm sure you can get there by cab.

The Museum of Occupation is at Toompea 8 and is further away from the cruise ship. Instead of taking a cab to the Russian Cathedral as suggested, should I take a cab to the Museum of Occupation since it looks further away on a map? But is it up hill or down hill or flat to then walk to the Dome Church and Russian Cathedral?
Then I could walk downhill to Lower Town.
My recollection from being there last year is that the old church (not the Russian Orthodox one) is at approximately the highest point, and everything else is either somewhat or majorly downhill from there. The distances aren't great, so you would probably be best to take a cab to the top of the hill and work your way down.
