I have a seven-plus hour layover in Stockholm (ARN) on my way to Tallinn. Any ideas on short city tours? I have spent the time before in one of those nice shower rooms, but I have even more time to fill.

Jan, what are the hours of the layover and during what month? That could influence the suggestion.
You can take the Arlanda Express to Stockholms Central Station. This station is connected to T-Centralen where you get the subway (Tunnelbana).
Two suggestions ... I don't think you will have time to do both.
1) Take the T-bana to Gamla Stan (one stop) and visit the old town.
2) Take the #47 bus to Djurgården and visit either Skansen (the open air museum) or the Vasa Museum.

I would vote for #1 as that will give you a glimpse of old Stockholm while the other's are simply museums - very interesting, but I would rather see a bit of the city.

I would spend my time walking around Gamla Stan, the old town. It's wonderful. You might also consider a boat tour; it's a nice way to see more of the city.
