I need to book the last four nights in July (includes the weekend). But many hotels in that town appear to ask full payment, non-refundable, at time of booking. Since a family member has some health issues, I'm not sure I'll be able to make the trip. I'd like to stay near the city center if possible.
Any suggestions?

How much are you looking to spend? I'm afraid at this late date, your going to have to pay top dollar (euro) to book a room. Hotels in Amsterdam are more expensive on the weekends. Check out these hotels located in the Centraal Station/Dam Square area: RHO Hotel, Avenue Hotel, Ibis, and the Inntel Hotel. Try the http://www.booking.com site, they tend to have the best rates for hotels in Amsterdam.

You might want to look into buying trip insurance at the time you make your booking. So long as the family member is good to go when you make the purchase I'm sure you would be fine. Pam
