We're looking at 3 nights somewhere, and would like to see both. Originally thought we would stay in Bath for 3 nights with a day trip to Cotswolds, but are now intrigued by the reverse possibility. We will have a car. We do love hiking. Trip in late April - early May.
I love the Cotswolds, and am not very excited about Bath. You can probably see the high spots of Bath (the baths and cathedral) in a half day. (i am not excited about the Georgian terraces). Stay in Cotswolds and do a day trip to Bath. There is so much to see in and around the Cotswolds
I would stay 3 nights in the Cotswolds and do a day trip to Bath. There are so many beautiful, quiant villages in the Cotswolds that you really need more then 1 day there. Since you will have a car you will be able to a lot of the Cotswolds.
Bourton-on-the-Water, Broadway, Bibury, Burford, Stow-on-the-Wold, Stroud, Upper & Lower Slaughters, Chipping Campden just to name a few.
Some of the best Cotswold areas are over 60 miles from Bath. One night in Bath and 2 nights in the Cotswolds would work better.

You mentioned you like hiking, how about biking? I'm not huge into biking (prefer hiking) but we rented bikes in the Cotswolds so that we could visit multiple towns in a day, and it was great. It is a bit hilly, but it felt nice to get some exercise! If you would rather hike and don't mind a little mud then I'd suggest you visit the TI in the town you are staying at and ask if there are nearby towns you can walk to- you probably wouldn't see as many towns, but walking in the fields was very nice and peaceful...just don't bring your best shoes, we found many muddy spots.
We used Gray Line bus tours to go on day trips to Bath and to the Cotswolds. They are wonderful. We used them in London in May of 2009 and 2010. We willl use them again this September.
