Scandinavian boat tours

Which city (Helsinki, Oslo, or Stockholm) is the best to "see" via boat? I was thinking of Stockholm because of its archipelago.

Stockholm is the only place I've taken a boat tour, and it's very enjoyable. Stockholm is built on something like 11 islands. The archipelago is tens of thousands of islands and would require a much longer tour, which I have not taken. However, I have taken a ship from Stockholm to Helsinki, which involved traveling through both the Swedish and Finnish archipelagos, and they were both wonderful. In Oslo I've taken a ferry, but not a boat tour, so no opinions there.

Generally I like traveling by boat in Scandinavia. It has been the transportation of choice for centuries so cities are built oriented toward the sea. Stockholm has a large and interesting archipelago. A ferry to Helsinki (or Talinn) will take you through the entire channel. Helsinki has a fast ferry to Talinn, 60 miles in under 2 hours. You can also catch a 15 minute ferry to Suomolinni (?) Island to walk around the old fortress. Oslo sits on a fjord but not a spectacular one like western Norway. It would probably be my third choice of the three.
