sanctuary house hotel in london is right near westminster. above a pub. anyone have experience with it?
Yes, I stayed there about 5 yrs ago and was quite satisfied. It's just a 5 minute walk to Westminster Abbey. Good location except for a lack of restaurants in the area. I would stay there again. http://fullershotels.com/
We have stayed there on our last 3 visits to London; it is our first choice. They have weekend specials and other deals that bring the price down. We love the location; we enjoy walking all over London, and it's a good starting point for that. for points towards Buckingham Palace, Hyde Park, Knightsbridge, etc. we start with a walk through St. James Park. For the Tate Modern, the City of London, British Museum, or anything over that way we cross Westminster Bridge and use the South Bank pedestrian walkway, and cross back on the appropriate bridge upriver. We have never experienced any noise from the pub, nor any street noise. The one downside is the lack of restaurants and other pubs in the immediate area (other than the one downstairs).

We've always had breakfast included in the room rate. Continental breakfast, but a substantial one. "Full Englilsh breakfast" is usually extra (and too much for us anyway). And we're always out and about during the day and heading elsewhere for dinner, so I agrer, the lack of nearby restaurants is not a problem for us. I'm glad it isn't for you either.
