Your rental car company will give you a map that contains a list of the basic rules of the road. The last two times I have been there, I haven't been anywhere near a large enough city to need to know if I could turn left on red.
Unfortunately - No way.
A red traffic light in Ireland means stop.
The same applies to the rest of the British Isles.
In almost all of Europe it's illegal to make a right turn on a red light.
Even if you could, I don't think you'd want to turn on a red light. Driving in Ireland is difficult enough without taking unnecessary risks.
I'd plan on taking your time and leave early when driving, to minimize the risk of a mishap.

You pretty much can if it's clear. Funny thing though is that they rely a lot on "Rounds" instead of lights which are mainly found in the middle of town. Rounds are great once you get used to them
One of the biggest hazards in town is when right-side-of-the-roaders like us walk around and cross streets, we tend to look the wrong way first. Same holds true for driving. When we pull up to a stop and then to turn we look left, but the traffic closest to, is coming from the right.
I once read somewhere that America's only contribution to civilized society was the free right hand turn. Things that make you go hmmmmmmm
