Paul You don't say what you're budget is, so a couple that straddle the range. Rebecca, Regarding a restaurant overlooking the Thames in Richmond, I've eaten at the Gaucho and can recommend

The "Founders Arms" pub by Blackfriars Bridge has good value food and a great view of the river. (Don't expect olde worlde, though, it's a modern building.)
