I will be on a ship docked in St Petersburg for three days. If I could rent an electric scooter and keep it on the ship for those three days, would it be useful for getting around the Hermitage and the Peter and Paul fortress?

As far as I can remember, the Hermitage is not very disability accessible. There may be elevators, but I recall many staircases, and the main walkway to the entrance was largely gravel.
Most of the Peter and Paul fortress is on one level (with the exception of the walls and the city museum), but once again, the grounds largely consist of uneven gravel.
This is the only thing the Hermitage's website say on the matter:
"For visitors with limited mobility
Entrance from Palace Square. For all questions about arranging visits to the museum for invalids and rental of wheelchairs, please contact the administrator in the Main Vestibule or phone: (812) 710-90-79."---------------------
I think the Russia Museum is better suited for scooters, this from its website:

I was very underwhelmed by the P&P Fortress, I would use that time to tour St Isaac's Cathedral instead.
