questions about train travel in Ireland and where to stay

Hello. My roommate and I are wanting to fly to Ireland, possibly fly into Shannon and out of Dublin. We have 17 days and don't want to rent a car. While in Dublin, we'd like to visit Wales for a few days, as my Ancestors are Welsh. If we want to see The Cliffs of Moher for example, without a car, is it doable? I understand there is a ferry from Dublin to Wales. We will be traveling in late August through Sept.

You will most likely need to rely on buses, rather than trains, in western Ireland. Train service is not extensive in the west. I have to admit I always rent a car, so I am not experienced with finding day tours (i.e. to Cliffs of Moher) but they do exist from Galway and other places.

Without your own car, bus from Shannon to Galway. Base yourself in Galway for a few days. There are many day tours you can join up with that run out of Galway. The Galway Tourist Information office has details on the various day tour operators and can help you book your tours to Cliffs of Moher, Aran Islands, Connemara, The Burren, etc. Another option would be to check with the tourist office to obtain names of private drivers/guides to take you out for the day. More expensive, but more flexible as tour geared towards only what interests you and you can spend more time at the places you enjoy since you aren't on a strict schedule. You can then take the train to Dublin.

What part of Wales are you trying to get to? Ferries from Dublin go to Holyhead which is on the Isle of Anglsey at the northwestern corner of Wales (where the Duke of Cambridge is stationed right now) and for Southern Wales you can go out of Rosslare at the southeastern corner of Ireland and Fishguard or Pembroke in Southwestern Wales.
