Definitely. You can get a train from Manchester to Liverpool Lime Street, then change to the underground platform at Lime Street to get a train towards Chester or Ellesmere Port. There is a station at Port Sunlight - if you want the Lady Lever Art Gallery the previous station, Bebington, is slightly closer.
