If you mean the kind to use to call home from a payphone or similar, just buy one at any convenience store. No particular brand, just buy the lowest denomination that you can get. Tell them you want a phone card for international calling.

Not really sure what you mean by "anywhere", but when I have arrived in Ireland, I have purchased one at the beginning of my trip and used it in different parts of Ireland. I have used the same one in both payphone booths in two cities and on the lobby phone of my B&B in two different cities. Does that help?
