Has anybody rented a passenger van that will seat seven adults and still have room for their luggage while traveling in Great Britain and/or Europe?
I don't think I've even seen a passenger van in the UK that will seat seven adults AND luggage, unless you have a carrier up top for the bags. When seven of us traveled, we rented two vehicles.

In general a 9 passenger vehicle is the largest "bus" you can drive on a regular driving licence in Europe, more than 9 seats requires a bus licence. However, some countries, including the UK allows larger cars to be driven with a regular licence under certain conditions. This means that troughout Europe, you cannot easily rent vehicles that hold more than 9 persons including the driver, the UK being an exception.
My sister rented a car in Ireland that would technically fit her family of 7, 2 adults, 4 teens, one almost-teen. The rental companies over there often refer to them as "people movers." She got a Hyundai Santa Fe with an extra row in the back. However, it fit almost no luggage. We ended up having one of her kids in our car, they'd rather drive across the country sitting between 2 child car seats than sitting on top of their bags. It was pretty pricy, too, over 400 euro for the week. You'll probably do better with 2 mid-sized cars.
My Cousin rented a "people mover" as they call them over there from Enterprise and I think it wsa a 7-seater. there were 6 of them, but they carried other passengers, who probably did not have luggage as they were relatives from Scotland.
