Yes, ... and no. To be precise: Both people have to have a valid rail ticket for the day you are using the 2 for 1 deal. If you are using paper travelcards from a National Rail outlet which both have on them the National Rail logo, yes those would work and both people need one valid on that date. I stress that because some people have turned up with out of date tickets or paper Travelcards issued by London Underground - those don't work. It is a promotion by the railway companies and they expect you to have a railway issued ticket or pass.
