Is Ireland somewhat cheaper in September, or is there a significant drop in October? Our anniversary is September 30, but I am always willing to flex to save.

By the second half of September prices should be down at least somewhat. Ireland has the traditional shoulder season of May and September. Italy's shoulder season doesn't start until October because it's warmer down there.
The difference in prices between the high and low season is not a significant amount unless you are staying for a long time or have a large group.
No there wouldn't be a big difference between late September and early October here in Ireland regarding prices.
There is a holiday in late October (25th I think) prices maybe higher for that
