When I was in India, there was an Internet cafe on every corner, where I could buy time on a computer. But now some say you have to bring your laptop! Are there Internet cafes in London for those of us without laptops?

Most libraries in the UK have internet terminals and will offer free or cheap internet access to visitors. I think one of the reasons there don't seem to be as many internet cafes as there used to be is because of libraries.
You don't need a laptop for London. There are internet cafes and libraries (although the libraries often have a time limit for free internet - typically 30 minutes to an hour).
You can also pop into just about any hostel and ask if you can use their computers to access the internet. I have done this many times and not been a registered guest of the hostel, but they don't seem to care as long as you pay (the hostels often charge much less for an hour of online time using their computers than an internet cafe).
