You won't have a problem- There is a food court upstairs (use the escalator) in Victoria Train Station. McDonalds, KFC, a bagel place, 2 or 3 'sit down' chain type restaurnats and more. Also a McDonlads downstairs along with multiple sandwich 'stands', a soup stand, and a sushi stand. Additionally, there is also a Whistlestop 'grocery' that sometimes has good rolls and other sandwich fixings, as well as some take away ready meals, and a Marks and Spencer's Just Food that has prepared individual salads, sandwiches, etc. and a Sainsberry's with similar stuff (hubby loves their muffins). There are also 2 Boots The Chemists (1 on each level)where you can get a sandwich, pack of crisps (chips) and soda for a reasonable price. And I think the WH Smith bookstore used to have a similar deal- but not sure. Across the street is Shakespere's - good pies (think shepherd's and chicken and ham, not apple), fish and chips, etc- but might be above your budget. Not too far to walk is a Subways. There is also a nicer Italian place called Spaghetti House. Lots of other places, too- from 'cheap' take-away to very nice 'sit down'.
Check out Jenny Lo's Tea House. Generous portions and very reasonable prices. I don't know if it's still true, but when I was there in 2005 credit cards were not accepted. It was cash only.

The area immediately around Victoria station can look a little scruffy with lots of wrappers etc lying around. You may find a decent pub though
