Not near the water but in the City Center.
Well priced (under 70 euro/nite) and usually have rooms available for walk-ups. Get a room in the back because there is a disco next door that goes into the wee hours

We stayed at a B&B in Salt Hill, on the water and easily walkable to the old area of Galway. We didn't have a reservation (the last week of April) but had no trouble finding a place when we arrived. There were many B&B's to choose from.

Not on the water, but reasonably priced (45 euro/person last Aug). Griffin Lodge. Just a 5 minute walk from the bridge by Spanish arch, Galway bayfront, and downtown shops, restaurants, and pubs.
