European DVDs and most European TV programs uses a different technical standard -that's why the colors and lighting in British TV shows always look a bit "off" when played in America. Try looking at various tech FAQ pages to see if you can download conversion software.
The technical differences between European DVDs and US DVDs doesn't matter when you play them on PC as computer monitors and video cards will always play all formats, no conversion is needed. But commercial DVDs have have a "region" control built into to them that prevents some computers from playing DVDs outside of your home continent. Windows allows you to make 8 region changes on you PC before the change becomes permanent. But there are free program you can download that overrides the "region" limitation. For the record it is not illegal to purchase or play legitimate European DVDs outside of Europe.
