Julie, Piggybacking on Philip's suggestion ... You can go to the TimeOut website and check the London restaurant section. They have loads of information on restaurants. Once you do a search, you can filter down to the budget restaurants.

A good budget meal is to eat at noon in a church. St.Martins in the Field was very good.
A better budget deal is pub grub, soups and sandwiches from a Pret a Manger, chains like Wagamamas or Stockpot, OR dine at one of the numerous and diverse ethnic restaurants that London offers. For example, if you go to the Natural History Museum try Bosphorus Kebabs on Old Brompton Rd. Fabulous!
